Winter Access - Yes, same as non-winter access. This trail is usually packed from the Cascade side. Thanks to hikers interested in both peaks. Nice mellow climb from the Cascade Trail intersection.
Misc. - Named after Dr. Noah Porter. He was a president of Yale University, and vacationed in Keene Valley. He was also the first known ascent of the mountain. Porter was once named West Mountain. A very worth wide climb all on its own-Cascade should be incorporated into the hike. A nice loop would also include either Little Porter which offers outstanding views, or Blueberry Mountain which has 360 degree views in itself.
